Windstorm insurance for a growing bayfront city
Portland sits on the north shore of Corpus Christi Bay in San Patricio County, just across the Harbor Bridge from Corpus Christi. It has grown quickly, with many newer subdivisions alongside established neighborhoods near the bay and Nueces Bay. Hurricane Harvey made landfall nearby in 2017, and Portland homeowners know how quickly a Gulf storm can bring damaging wind to the area.
Newer homes can mean more choices
Many Portland homes were built in the last 20 years, often with windstorm certificates and newer roofs. Private carriers tend to favor homes like these, so newer Portland homes often have more options than TWIA alone. We compare several private carriers first and show you the total cost of each option side by side.
TWIA coverage in Portland
All of San Patricio County is in TWIA's coastal service area. If private carriers decline your home or price it too high, TWIA can provide wind and hail coverage alongside a separate homeowners policy. TWIA generally requires a private-market declination, a windstorm certificate of compliance where one applies, and a home in good repair.
Homes near the bay
Homes closest to the water face higher wind exposure and, in low areas, storm surge risk. Windstorm insurance does not cover flooding or surge, so ask us about flood insurance as well. Flood policies usually have a 30-day waiting period.

Portland Windstorm Insurance FAQs
No law requires it, but if you have a mortgage, your lender will require wind and hail coverage. Portland is in San Patricio County, and many homeowners policies in the Texas coastal counties exclude wind and hail, so most Portland homeowners need either a separate windstorm policy or a homeowners policy that includes wind. Without it, a hurricane or hailstorm could leave you paying for roof and structural damage yourself.
There is no single price. Your premium depends on your home's exact location, age and construction, roof type and age, coverage amount, and deductible. Newer homes with windstorm certificates and newer roofs often get better pricing from private carriers. The fastest way to know your cost is a quote. A WPI-8 is a windstorm certificate of compliance from the Texas Department of Insurance, not a city permit, and it matters most for insurance. San Patricio County is in TWIA's coastal area, so a home built, added on to, or repaired (including re-roofed) since January 1, 1988 generally needs a WPI-8, WPI-8-E, or WPI-8-C to qualify for TWIA coverage. Many newer Portland homes already have certificates on file. Search for existing certificates with the TDI windstorm certificate lookup, or read our WPI-8 certificate guide.
Yes. All of San Patricio County, including Portland, is in TWIA's coastal service area. You generally need to be declined by a private insurer first, and your home must meet TWIA's certificate and condition requirements. We check private options first and help with TWIA when it is the better fit.
